Subject: 2005-06 Board Officers and Committees

Texas Medical Association Bylaws provide that the board shall organize by electing a chair, a vice chair, and a secretary, and that the chair shall appoint committees as needed. In May 2005, the board elected William W. Hinchey, MD, as chair and Lyle S. Thorstenson, MD, as vice chair. Carlos J. Cárdenas, MD, was elected secretary. The reelection of C. Bruce Malone III, MD, and the election of Josie R. Williams, MD, filled at-large positions on the board's executive committee. Ex officio members of the board's executive committee are the chair and vice chair of the board and the president of the association, Robert T. Gunby Jr., MD. The board also welcomed S. Brad Lancaster as the medical student special appointee for 2005-06.
The work of the board is organized under the several committees. In the past, all board members other than the chair were assigned to one of two major committees, Finance and Planning, and Organization.
In recent years, the board's stewardship and oversight responsibilities have expanded and evolved into strategic thinking and planning for the future. Consequently, the chair developed a new model of internal organization to serve the board in its more proactive role. Through the process of TMA 2010, the board has reaffirmed the association's vision and adopted a new mission statement, developed four clearly defined goals, reached consensus on strategies, and reviewed activities and measurements that will be needed. Assuring that the goals are achieved will require constant attention to implementation and measurement of the association's activities, and the board's operational committees now are structured accordingly.
The Finance and Planning Committee and the Organization Committee have been replaced by four teams representing the association's four goals. The teams will work closely with assigned staff to monitor programs and activities, provide input on changes in direction, evaluate measurement tools, and review outcomes. The teams also serve a liaison function with other components of the association (e.g., councils and committees) to assure that policy development and programs support the strategies, goals, mission, and vision of the association.
Appointments for 2005-06 are as follows: Practice Viability (protect, improve, and strengthen the viability of medical practices in Texas), Dr. Cárdenas, Carolyn A. Evans, MD, Paul B. Handel, MD, and Dr. Malone; Healthy Environment (ensure continued success in legislative, regulatory, and legal interventions to enhance the statewide environment in which Texas physicians practice medicine), Bohn D. Allen, MD, Joe H. Cunningham, MD, Ladon W. Homer, MD, and Dr. Thorstenson; Trusted Leader (strengthen physicians' trusted leadership role within their communities and the health care team), William H. Fleming III, MD, Priscilla Ray, MD, Michael E. Speer, MD, and Dr. Williams; One Voice (enhance the powerful, effective, and unified voice of Texas medicine), Stephen L. Brotherton, MD, Dr. Gunby, Dr. Hinchey, and Mr. Lancaster.
Other board committees for 2005-06 are Investments (Dr. Handel, chair; Dr. Malone; Dr. Speer; Dr. Homer; Dr. Ray; and TMA Foundation liaison Nick N. Shroff, MD) and Educational Scholarship and Loan (Dr. Evans, chair; Dr. Cunningham; Dr. Williams, Dr. Fleming; Mr. Lancaster; Dr. S.E. Thompson Scholarship Fund Trustee Kenneth I. Shine, MD; Resident and Fellow Section (RFS) representative Katherine Conry Normand, MD; Medical Student Section (MSS) representative Stacey L. Raab and alternate representative Namita K. Gupta; and TMA Alliance representative James P. Davis).
Dr. Speer was appointed and Dr. Williams was reappointed liaison to the Resident and Fellow and Medical Student sections respectively. Drs. Factor, Hinchey, Malone, and C. Bailey represent the board on the TMA/Texas Medical Liability Trust Liaison Committee. Drs. Evans, Thorstenson, Williams, Allen, and Ray represent the board on the TMA/Texas Medical Foundation Liaison Committee.
Dr. Speer and Dr. Williams were reappointed liaisons to the Resident and Fellow and Medical Student sections. Drs. Hinchey, Thorstenson, Cárdenas, and Homer represent the board on the TMA/Texas Medical Liability Trust Liaison Committee. Drs. Evans, Williams, Allen, and Brotherton represent the board on the TMA/TMF Health Quality Institute Liaison Committee.
Virginia Fawcett chairs the board's Committee on Physicians Benevolent Fund with vice chair Sue Bailey and committee members C. B. Bruner, MD; Marvin C. Culbertson Jr., MD; Marsha Hunnicutt; Raymond C. Jess, MD; Jack C. McCoy, MD; Muriel Mendell; George Peterkin III, MD; Shirley Sanders; and Mary Helen Ware. Dr. Evans is the board's liaison to the committee.
The History of Medicine Committee is chaired by Byron L. Howard, MD. Members are Robert C. Kimbrough III, MD; C. L. Montgomery; MD; J. Marvin Smith III, MD; Elgin W. Ware Jr., MD; Elizabeth B. White, MLS; and TMA Alliance representative Ann Gabbert.
The Committee on TMA Physician Services is chaired by Dr. Malone. Members are Norman H. Chenven, MD; George E. Crawford, MD; Dr. Handel; Asa C. Lockhart, MD; Howard R. Marcus, MD; Jack McCarty, DO; Wm. Gordon McGee, MD; Frederick L. Merian, MD; John W. Meyer, MD; Patrick S. Pevoto, MD; and Dr. Williams.
Two new board committees were appointed in 2005. The TMA Quality Awards Committee is chaired by Dr. Allen, with William G. Gamel, MD, A. Tomas Garcia III, MD, Charlotte H. Smith, MD, Dr. Speer, and Susan M. Strate, MD, as members. The Texas Medical Association Library Subcommittee for the Ervin E. and Gertrude K. Baden Trust is chaired by Dr. Thorstenson, with Dr. Cunningham, Dr. Malone, Dr. Williams, and Dr. Fleming as members.
