Subject: Bylaws Changes Relating to Young Physician Section
Presented by:  Ira Bell III, MD, Chair
Referred to: Reference Committee on Financial and Organizational Affairs

At the May 2005 Annual Session, the House of Delegates approved two resolutions regarding the association's Young Physician Section.  Current bylaws provide that the section be composed of physician members who are less than the age of 40 or within the first five years of professional practice. Resolution 102-A-05 asked that the age criteria be expanded to the first eight years of practice.

Resolution 103-A-05 asked that the criteria for the Young Physician Section's delegate allocation be increased from one delegate for the section to one delegate for every 1,000 section members.

Recommendation : Amend Chapter 3, House of Delegates, Section 3.244, Young Physician Section, as follows:

3.244  Young Physician Section . The House of Delegates shall have a section named the Young Physician Section (YPS), which shall be composed of physician members of the Texas Medical Association who are younger than 40 or within the first five eight years of professional practice, excluding residency and fellowships. The YPS shall have the authority to elect one voting delegate for every 1,000 section members, or fraction thereof, to serve in the house. The section shall elect an alternate delegate for each delegate, who may serve as provided in 3.32. The section shall meet at least twice a year, directed by an elected governing council and governed by operating procedures approved by the House of Delegates. The operating procedures shall provide the purposes, organization, and procedures of the YPS.
