REPORT OF COUNCIL ON CONSTITUTION AND BYLAWS
CCB Report 5-A-06
Subject: Committee on Membership Student and Resident Members
Presented by: Ira Bell III, MD, Chair
Referred to: Reference Committee on Financial and Organizational Affairs
For standing committees, TMA Bylaws provide that the term for members is three years and tenure is two terms. The bylaws also provide that the TMA president may designate alliance, resident, and student special appointees to councils and committees for one year.
In May 2004, the House of Delegates approved a recommendation that the Committee on Membership be expanded to include a member from each of the association's four sections (CCB Rep. 5-A-04). The Committee on Membership would like for the terms of the member positions designated for the student and resident positions to coincide with the terms of special appointees. One year terms would be less problematic due to graduation and residency completion dates. Should those dates not interfere, however, the committee would like for a student or resident to be eligible for continued reappointment to the committee for at three terms.
Recommendation : Amend Chapter 11, Committees, Section 11.212, Membership, as follows:
b. Term and tenure . Except as provided in this subsection, the term of service shall be for three years, and the terms shall be staggered. Tenure of service shall not exceed two terms; serving as much as two years shall be considered a full term. Tenure for the Committee on Physician Health and Rehabilitation shall be three terms. Term and tenure for members of the Interspecialty Society Committee shall be as stated in 3.226. Term for the resident and student members on the Committee on Membership shall be one year; tenure shall be three terms.
