Whereas, The Texas Medical Board is increasingly overwhelmed with license applications and delays in granting new licenses are reaching several months;  and

Whereas, This delay is causing Texas physician groups to lose worthy colleagues and a waste of Texas tax dollars because students and residents must leave the state for lack of a license; and

Whereas, The Texas Medical Board licensing fees are diverted to the general fund resulting in adequate funding for operations; and

Whereas, The Texas Medical Board is presently collecting a "windfall" in new applicant fees; therefore be it

RESOLVED, That the Texas Medical Association lobby our legislators to require the Texas Medical Board to issue a license within 90 days for an applicant with "clean" documentation and that the legislature provide adequate funding for the Texas Medical Board, without increasing existing fees,  to allow physicians to receive state medical licenses in an expeditious manner.

175.003     TSBME Physician Licensure Fees Allocated to Operation of Board : The Texas Medical Association supports an appropriate portion of physician licensure fees allocated to the operation of the Texas State Board of Medical Examiners, or significantly increased funding for the TSBME in the next legislative session (Physician-Patient Advocacy Committee, pp 155-156, A-92; reaffirmed CME Rep. 7-A-03).

175.007     Funding of Texas  State  Board of Medical Examiners : The Texas Medical Association encourages legislation calling for the use of an adequate percentage of funds collected by the Texas State Board of Medical Examiners to finance the board's activities (Res. 28F, p 163, A-93; reaffirmed CL Rep. 2-A-03).

175.011     TSBME Funding : A legislative priority of the Texas Medical Association is to increase funding for the Texas State Board of Medical Examiners (Res. 103-A-02).
